Paul was called, Paul was chosen by the will of God. He was chosen against his will. He did not seek, ask, or desire. He was chosen by the Grace of God.
In fact, he was radically opposed to God and hated God. He fought God with all his might!
God’s Sovereignty in Salvation
God is the Sovereign Judge of the Human Soul. He gives faith and salvation to those whom he choses, but he does not do so on a whim. He sees the human heart and ‘gives to every one according to his deeds.’ Desiring all to be saved, but knowing not all want to find God… he gives people the destiny of their own choosing.

Why You Don’t Believe in God – The Atheist’s Dilemma
God does not choose to save everyone or give to everyone the gift of faith. God is the sovereign judge of humanity, and chooses to reveal himself to some and not to others. Atheists are not atheists because they do not believe; atheists do not believe because God as hidden himself from them.
